hi Mai, Jill Stuart is not sold in Singapore unfortunately. It's currently available only in Japan, Hong Kong, Taiwan and South Korea. You can purchase it online from websites like gooddealer.com and ichibankao.com, but the prices are quite expensive.
In Singapore, I recommend the department stores like Takashimaya, Isetan and Tangs and drugstores like Watsons for beauty shopping. Hope you have a good time in Singapore!
Thanks for the Biteki link. Did I read correctly that we can use the eye powder of the Prism Carat Eyes to line the upper eye and in the inner eye corner? I hadn't thought of that! But won't it be difficult to do that as the eye colour is in powder form?
